Cocoa powder is the dry solid remains of fermented, dried, and roasted cacao beans. Dutch process cocoa powder is washed with a potassium carbonate solution that neutralizes cocoa's acidity to a pH of 7. Cocoa Powered Dutch-Processed Black is a more heavily alkalized version of Dutch cocoa powder that creates a dark, black-colored powder. It has the smoothest and most mild flavor of all the cocoa powders. Recipes that use Dutch process cocoa are usually leavened by baking powder, which has a neutral pH.
